Paul believes in using common sense approach to help Missouri’s troubling economy

Paul sponsored legislation for tax credits for businesses that keep their jobs in Missouri-if a company wants tax credits, its only fair they keep almost all of their jobs in Missouri

Paul supports giving middle class families’ property tax relief, not families living in million dollar mansions.

Average Missourians are going through tough times. The costs of basic needs- gas, heating bills, health insurance, and food-keep going up while Missouri has lost thousands of jobs over the past year. He works for middle class families who desperately need help-not wealthy campaign contributors.

Paul proposed legislation to require state lawmakers to present a Budget Accountability Report Card to show taxpayers exactly how their tax dollars are being spent.

Paul sponsored legislation giving small businesses tax cuts so they can afford to provide their employees with health insurance.

He has been a strong voice to require work awarded through state contracts to be performed by American citizens or legal immigrants authorized to work in this country. Paul has sponsored legislation to crack down on corporations that hire and abuse illegal immigrants at the expense of Missouri workers.

He has proposed a Missouri-made vehicle sales tax exemption to booster jobs in our State and giving Missouri businesses a preference when bidding for state contracts.

Reduce Healthcare Cost

Paul’s first objective is to increase access to healthcare.  He fought against the Governor’s cut of 180,000 Missourians off of Medicaid. He is fighting to restore the disastrous Medicaid Cuts the House Republicans made, which will allow Missouri to pull down millions of dollars in federal funds to help Missourians with the rising costs of health care.

Paul has propose legislation that makes insurance accessible and affordable for all Missourians, while controlling the overall cost of medical needs. He co-sponsored bills that would develop a comprehensive plan to ensure access, such as insurance reform, better leverage of Federal funds, and cost controls. Paul also sponsored the Cover all Kids program, which would make sure that every Missouri child has access to health care. 

To help make prescription drug more affordable for our seniors, Paul co-sponsored legislation to close the standard drug benefit coverage gap for certain seniors that were created due to the enactment of the Medicare Prescription Drug, Improvement and Modernization Act of 2003.

Paul helped establish the Prescription Drug Repository Program, which provided prescription drugs to low-income Missouri residents.

Paul continues to fight for seniors by voting against any further cuts to Missouri Healthcare.

Protect Education Funding

Paul is fighting to fund education first and stand against cuts to our schools by first serving on the important Budget Committee and now as the House Minority Floor Leader.

Paul is battling for a budget that is reasonable, responsible, increases funding for schools and protects the truly vulnerable of the state of Missouri.

Paul worked  to reversing the Governor’s plan to eliminate Missouri’s First Steps program, a program that provides early childhood development and therapy to children between birth and age three who are born with disabilities.

To increase the accountability of our schools, Paul supports legislation, which renders several alterations to the state's education policy to better fit with Federal requirements. He has proposed ideas to create an education funding formula that is truly equitable and fair and to insure higher education is training students for future business realities.

Paul fights for character education in our schools by supporting legislation, which challenges the school districts of the state to develop character education programs for their students.

Paul works with the community to better our children’s education by hosting several area wide Town Hall meetings in local schools to discuss the impact of education cuts to local districts.

Paul supports legislation that would require the state to award offices to non-profit organizations set up by school districts or bid the offices out to individuals or organizations. Then, most of the profit made from these fees can go back to the state and be directed into local public schools.

Stronger Crime Measures

To keep our community safe, Paul sponsored and passed legislation that requires DNA testing of all felony and sexual offenders.

Paul supported legislation to increase penalties on corporate crime by making it unlawful to destroy evidence pertaining to securities proceedings, and sets out penalties.

Paul sponsored "Erica & Zaquan's Law", which would revise Missouri’s first-degree murder statute to include the heinous killing of a child. The bill is named after 3-year-old Erica Green, who was better known in news reports as Precious Doe.

Paul worked to make our children safe by supporting legislation that made kidnapping of a child under fourteen years of age a crime, and increased the punishment for possession of child pornography. He co-sponsored the important Jessica’s Law that cracked sown on sex offenders in Missouri.

Paul promoted open government by sponsoring legislation that updates the Sunshine Law to cover public meetings using various electronic formats. To stop unwanted solicitors Paul helped to close the loophole in the current no-call list requirements.

Paul is committed to fighting for legislation that would assists parents in controlling their children’s access to violent or sexually explicit video games.

Paul is battling to end Missouri’s epidemic growth of meth production by supporting two key pieces of legislation. The first fixes a loophole in state law that makes it difficult for prosecutors to charge meth producers with child endangerment. The second encourages to use of a products which gives meth a pink hue that taints any batch of drug make with the treated chemical.

Restore Government Integrity

Paul has been a strong voice for good government in the General Assembly. He co-sponsored legislation that would establish a moratorium on campaign fund-raising during the legislative session.

Paul sponsored a measure that prohibits gubernatorial appointees to important state boards and commissions from donating to candidates or engaging in political activity during their terms in office, requires public disclosure of lobbyists’ contracts so Missourians can see how much they are paid to influence legislation, and limits gifts and meals elected officials may accept from lobbyists.

Protect Consumers

Paul is fighting to protect consumers in our state by enhancing the powers of the Office of Public Counsel, the state’s official advocate for consumers, with to challenge unreasonable rate increases proposed by utility companies.

He has co-sponsored legislation that cracks down on predatory lending by capping interest charges and fees on so-called “payday loans” of $500 or less.

Be Prepared for Natural or Man made Disasters

Paul has worked to provide the Missouri National Guard with the resources it needs to adequately and effectively respond to a natural or man-made disaster.

He has co-sponsored legislation that would develop a statewide disaster response plan that sets concrete objectives, measurable goals, includes a fixed timeline for implementation and provides for adequate resources for emergency responders to carry out their missions.

Paul has proposed eliminating unnecessary layers of bureaucracy between the governor and director of the State Emergency Management Agency by elevating the director to cabinet-level status.
